Hustler Words – Amidst swirling industry speculation, Dario Amodei, co-founder and CEO of Anthropic, has issued a definitive clarification regarding his company’s stance on open-weight AI models. On Monday, Amodei directly addressed murmurs suggesting Anthropic might support governmental efforts to restrict or ban open-weight models, particularly those originating from China. He unequivocally stated that such prohibitions are not measures his company endorses.
"Anyone who has read my past writing should know that I don’t regard such bans as a useful measure, but let me state it clearly so that there is no doubt: Anthropic has never advocated for a ban on open-weights models," Amodei asserted in a blog post, emphasizing his position.
This statement arrived shortly after Nvidia CEO Jensen Huang utilized X (formerly Twitter) for his inaugural post on the platform. Huang shared an open letter, co-signed by a formidable coalition of AI industry leaders including Hugging Face, Meta, Microsoft, Mistral, and Nvidia itself. The letter implored policymakers to resist imposing "premature restrictions" on open-weight AI models. While the letter refrained from singling out China, the broader industry discourse frequently intertwines open-weight model debates with concerns over the rapid advancement of Chinese AI capabilities, often citing allegations of intellectual property theft through methods like "distillation" – where one AI learns from another by bombarding it with prompts.

Amodei’s post meticulously differentiated between the utility of open-weight models and the distinct, graver threats he perceives from certain geopolitical actors. He characterized open-weight models, devoid of dangerous capabilities, as a "public good." He elaborated, "they don’t cost anything besides the compute needed to run them, and they provide value to businesses, developers, and researchers." His long-standing anxieties about AI, he clarified, do not extend to businesses leveraging open-weight models, even those developed in China.
Instead, Amodei’s profound concern centers on the potential for "authoritarian governments" to develop AI models superior to those in democratic nations. His fear is that such advancements could lead to "permanent military superiority" or be weaponized to suppress their own populations. While acknowledging that the Chinese Communist Party (CCP) is not the sole authoritarian regime he worries about, he identified it as the "most capable" in this context.
Furthermore, Amodei voiced apprehension that advanced AI could facilitate "biological attacks," transcending mere cybersecurity threats. In these critical scenarios, he argued, open-weight models pose heightened risks due to the inherent difficulty in implementing robust guardrails or monitoring their deployment. He underscored, referencing a UK AI Security Institute report, that once open-weight models are released, their recall becomes practically impossible. This perspective notably diverges from open-source proponents who contend that widespread access to powerful, decentralized models actually strengthens collective defense.
To counteract the perceived threat from China, Amodei proposed a multi-faceted approach. This includes reinforcing existing U.S. policy to restrict China’s access to advanced computing chips and advocating for a formal crackdown on distillation practices. The U.S. has previously indicated readiness to impose sanctions if IP theft involving American AI models is definitively proven.
Intriguingly, Amodei also expressed support for burgeoning initiatives, some spearheaded by the U.S., aimed at establishing a global AI safety testing organization. He believes such an entity would be particularly effective if all nations, including China, agreed to participate and submit their models for assessment.
"I think this idea is actually close to a consensus: I have been heartened both that the Trump administration has moved in this direction in recent months, and by recent industry proposals that would apply such testing to the most capable models regardless of their country of origin or whether they are open or closed (while exempting less capable models, such as those from startups and academia, entirely)," Amodei penned. He further elaborated on the necessity for universal cooperation: "Note that to be effective, testing would need to be global, which means even the CCP would need to be on board. I think this may actually be possible… limited cooperation around preventing AI biological weapons may be possible because it is in China’s interest too."
