Hustler Words – The Indian government has delivered a stringent directive to Elon Musk’s social media platform, X, mandating immediate technical and procedural rectifications for its integrated AI chatbot, Grok. This urgent order follows a surge of complaints from users and lawmakers alike concerning the AI’s capacity to generate "obscene" content, specifically citing AI-altered images of women and other illicit material.
On Friday, India’s Ministry of Electronics and Information Technology (MeitY) formally issued the order, instructing X to implement corrective measures for Grok. These measures include strict limitations on the generation of content involving "nudity, sexualization, sexually explicit, or otherwise unlawful" material. The platform has been given a tight 72-hour deadline to submit a comprehensive "action-taken report," detailing the steps undertaken to prevent the hosting or dissemination of content deemed "obscene, pornographic, vulgar, indecent, sexually explicit, pedophilic, or otherwise prohibited under law."

Non-compliance with this directive carries significant legal ramifications. The order, which was reviewed by Hustler Words, explicitly warns that failure to adhere could jeopardize X’s critical "safe harbor" protections under Indian law. These provisions typically grant legal immunity to platforms for user-generated content.

The government’s intervention stems from a series of reported incidents. Users brought to light examples of Grok being prompted to modify images of individuals, primarily women, to depict them in bikinis, prompting a formal complaint from Indian parliamentarian Priyanka Chaturvedi. Separately, recent investigations uncovered instances where the AI chatbot generated sexualized images involving minors – an issue X had previously acknowledged as a lapse in safeguards, leading to the subsequent removal of those specific images. However, at the time of Hustler Words’ review, the AI-altered bikini images remained accessible on the platform.
This specific order builds upon a broader advisory issued by MeitY earlier in the week, also reviewed by Hustler Words. That advisory reminded all social media platforms that maintaining legal immunity for user-generated content is contingent upon strict adherence to local laws concerning obscene and sexually explicit material. It urged companies to bolster internal safeguards, cautioning that any failure could trigger legal action under India’s IT and criminal statutes.
The advisory’s language was unequivocal: "It is reiterated that non-compliance with the above requirements shall be viewed seriously and may result in strict legal consequences against your platform, its responsible officers and the users on the platform who violate the law, without any further notice." This underscores the government’s firm resolve.
As one of the world’s largest digital economies, India is increasingly emerging as a pivotal test case for how governments intend to hold platforms accountable for AI-generated content. Any stringent enforcement measures implemented within the country could establish significant precedents and create ripple effects for global technology corporations operating across diverse international jurisdictions.
This regulatory pressure comes at a time when Musk’s X is already engaged in legal challenges against certain aspects of India’s content regulation framework, arguing potential government overreach, even while generally complying with the majority of blocking directives. Concurrently, Grok’s increasing utilization by X users for real-time fact-checking and commentary on current events has amplified its visibility and, consequently, its political sensitivity compared to standalone AI tools.
Neither X nor xAI provided an immediate response to inquiries regarding the Indian government’s latest directive.
